Why buy a new car in Israel as an Oleh Hadash?
In Israel, owning a car is often essential, whether to get to work, explore the country or simply make everyday journeys easier.
Car taxes in Israel
As Israel has no car brands of its own, all vehicles are imported. Cars are heavily taxed on import, and VAT is added on top.
A private buyer therefore pays around 116% in taxes (purchase tax and VAT) on a car from a country that has a free trade agreement with Israel, and around 131% for other countries, before reductions linked to pollution and safety. That is a lot!
But there is excellent news!
There is a benefit reserved for olim hadashim: the oleh does not pay purchase tax. They pay around 77% in taxes instead of 116% or 131%, which often means savings of tens of thousands of shekels. This measure helps olim settle in and have reliable transport as soon as they arrive.

Eligibility conditions for the olim hadashim benefit
To take advantage of this offer, you must meet the following criteria:
Be recognised as an Oleh Hadash by the Ministry of Aliyah and Integration (Aliyah and Integration Ministry)
The car must be released from customs (in practice, delivered) no later than 3 years after you obtain oleh status. This period can be extended: military service, studies, long stays abroad.
Keep the car for 4 years. An earlier sale is possible after 1 year by paying the tax difference, or to another oleh, who then starts a new 4-year period.
Only the oleh and their spouse may drive the car. A couple is entitled to only one car with the benefit.

You can sell it to someone who is not an oleh after at least one year, by first paying the tax difference calculated by customs. After 4 years of use in Israel, you are free to sell. Note: more than 12 months spent abroad during those 4 years extends the period by the same amount.
